Case Study:

The Calgary Rocky Mountain Emergency Services (RMES) staffs 4 Calgary hospitals with nearly 70 emergency physicians, 24 hours a day, 365 days a year. With more than 180 patients a day at each site, RMES represents one of the largest independent groups of emergency medicine physicians in Canada. RMES was facing numerous scheduling challenges. Their template-based systems were leaving gaps in productivity, lacked flexibility, and created the artificial perception of having “long-term” determined schedules. As well, their constraint-based system required translation from the language of the policy to confusing, unnatural syntax. This led to translation errors and made the implemented policy difficult to reconcile.

Using Jugglit, RMS blended template-based and rule-based scheduling policies creating complete, balanced, and flexible schedules for 2 sites and nearly 70 physicians in minutes. With its intuitive interface, flexible policy management, rule support breadth, conflict explanation, and rapid scheduling, the RMES can maximize resource utilization while maintaining a fair and balanced schedule for its physicians. Jugglit also plans schedules around the needs of departments that share resources. Optimized scheduling leads to a happy and healthy work environment, reducing attrition and employee tensions.

Jugglit Scheduling Functionality:

Policy-Driven Shift Management

Jugglit is a policy-driven shift management tool that plans and assesses shift schedules using plain-language. Whether planning schedules, finding conflicts in the policy, or justifying the size of your resource pools, Jugglit helps find the best answers quickly. In one step, Jugglit can integrate policy definition and implementation to allow managers to build policies, plan schedules, and check compliance.

Need to make policy or schedule changes? No problem. Jugglit’s optional integrated version control and issue tracking can audit the complete history of changes to policy and schedules.

Smarter Decision Support

There are many questions and unforeseen events when planning and managing the shift schedule for a large pool of employees. In fact, it’s a lot like juggling: a poor throw or a gust of wind, and the balls will fall.
So how can managers avoid “dropping the ball”? Jugglit uses advanced information processing techniques to answer the tough questions managers face every day. Questions like:

  • Does the schedule comply with the policy?
  • Why couldn’t that shift be filled?
  • Was the schedule fair to employees?
  • What would happen if we staff another site?
  • What would happen if we change the shift layout?
  • Who would be the best person to fill that shift?
  • What happens if two people trade shifts?
  • What happens if we change the policy?
  • How does the planned schedule compare to the actual?

Jugglit explains policy and schedules in a way that makes sense for your business. It helps build achievable and measurable policies, generate compliant schedules, and create efficiencies and confidence in the management of any workforce.

Rules: Simple yet powerful

Every policy is different and has its own challenges to implement. Staffing multiple sites, interacting with shared resource pools, and enforcing collective agreements are just a few factors that make shift work complex.

With flexible scope to make scheduling under complex scenarios simple, Jugglit supports over 60 configurable rule types such as:

  • Minimum and maximums of a shift type.
  • Maximum shifts in a period.
  • Minimum break times between shift types.
  • Minimum break after a run of shifts.
  • Maximum break after a run of shifts.
  • Limit next shift based on previous shifts.
  • Schedule around fixed events, sabbaticals, vacations, or other breaks.
  • Reserve shifts for a group.
  • Skills-based interaction.
  • Maximum start time jumps.
  • Alternating weekends.
  • Overlapping and non-overlapping with other individuals or groups.
  • Incremental starts.
  • Patterns and Anti-patterns of shifts.
  • Rotations of people.
  • Backup resource pools.
  • User-defined shift types and resource groups.
  • User-defined rotation templates.

Generate and Validate

Once your policy is configured, you can generate schedules in minutes. Whether your schedule is 1 week, or 3 months, Jugglit’s scheduling engine can generate completely valid schedules, or even check historical schedules for adherence in a few minutes.

History

Generation and validation take into account as much history as desired to ensure schedules are fair over time, and transition from one scheduling period to another without conflicts.

Dashboards

Informative and interactive dashboards provide all the information you need at your finger tips to make quick and effective decisions about the policy, schedules, or resources. Shift balance, critical path rules, and resource group averages are just a few time-saving views available in Jugglit’s dashboard.

Workflow Integration

Jugglit supports standards-based interfaces for importing and exporting schedules, including ical, xml, databases, and text. Jugglit can be integrated with collaborative calendar systems, time tracking systems, payroll systems, and trading systems to provide superior schedule planning, validation, and policy management capabilities for your organization.

Benefits and Features:

Productivity:

Our intelligent scheduler effortlessly produces policy-compliant results.

Rules are flexible, but have their pain points as well. Have you ever missed a constraint only to discover your mistake hours later? Have you ever generated a schedule with too many unallocated shifts leaving you to guess what constraint you mis-configured?

Jugglit explains why you have unallocated shifts in as natural a language as your policy. With lightning fast generation, you can juggle your policy rules and run the schedule again before your coffee-break is over.

Flexibility: Traditional template-based scheduling systems can’t cope with unforeseen events like Jugglit does. Template-based scheduling imposes unnecessary constraints on your business when dealing with new hires or people leaving, when shifts are added, or when shifts are abolished. Your resources become overworked or bounce around dramatically to accommodate shortages or to integrate a new person.

With Jugglit’s intelligent policy-driven scheduler you can accommodate shortages by using staff least affected by the changes and still adhere to policy, reducing the dramatic impact of workforce changes on the rest of the team. Just make a few updates and regenerate what you need: completely new schedules, the remainder of a schedule, or any period of the schedule using a modified resource pool. With the lightning-fast Jugglit engine, you can simulate numerous “what-if” scenarios to make the most appropriate change.

Simplicity: Using our simple policy language building scheduling policy rules is easy, so leave your computer programmer at home. Schedules generated by Jugglit adhere to the policies defined by you and your organization. Use your policies to validate hand-crafted schedules, or be assured that the actual working-schedule adheres to the rules. As changes occur, use Jugglit to keep an eye on policy violations, or use the policy-driven allocation to fill openings created.

Safety: Occupational safety and health organizations such as National Institute of Occupational Safety and Health (NIOSH) and the Canadian Centre for Occupational Health and Safety (CCOHS) suggest that shift-work is challenging for employees and employers. Fatigue, overwork, stress, errors and absenteeism are just some of the problems that can be experienced with shift-work. Mining, patient-care, and transportation are just some industries where errors can have dire consequences. To help avoid these problems, Jugglit allows recommendations and guidelines to be directly implemented in the creation and validation of your shift schedules and rotation templates.
